So this is not an issue I Connect NTSC device to PAL tv?

No. That would result only in messed up colors on modern TVs. Or maybe in some no signal message. This is definitely some broken IC. Can most certainly be repaired. Adrian Black has some nice C16/Plus4 repair videos.
