Hi all,
BIOS can't auto-detect the HDD so I go for manual configuration, but system can't find booting devices.

The strange thing is HDD LED won't go off when connecting to primary IDE header and it lit up few seconds when connecting to secondary IDE header which looks normal behavior.

Found the document online (https://stason.org/TULARC/pc/hard-disk-floppy … ace-drives.html) and the actual jumper settings are below.

Can anyone help?

If the HD light stays on you may have the cable plugged in to the card or HD backward. Looks like a WD drive you are trying to connect up. What model and how did you set the jumpers ? Many of the old controllers do not like a HD set as Master if no slave present, set it to Single drive.

Thanks for the reply. The first thing comes to mind is cable orientation, but the red line of the cable is in pin 1 and the same orientation LED goes off if it's connected to secondary IDE. HD is setting as Maser, I will upload a picture shortly.

OK thanks ! For most older "silver" mid-late 90's WD IDE drives to set it as Single the jumper actually goes sideways. Here is what a WD 21600 uses for single drive, nearly all 21000/31000 series use same as well as many other WD of that era.
