Been like that for quite some time. I remember posting about this some time back. "As-is" means absolutely nothing. Items are always returnable. Who pays the cost of the return can depend a bit. Many sellers know "as is" means nothing, but I think they like to put it in there to discourage the buyers who don't know any better. This cuts down on returns.
Plan your life wisely, you'll be dead before you know it.
