This is 8 bit IDE for old miniscribe 8 bit IDE hard drive, 20mb, 40mb. Limited due to EPROM means can only handle few types of miniscribe hard drives.

You can probably remove that bios and it will probably work as a dumb IDE adapter card.
It is a mistake to think you can solve any major problems just with potatoes.
So its actually not a stand alone ISA card.. But a part of a hardcard?

it CAN be stand alone. But it was likely designed to go with a certain selection of ide hard drives. slotted into an isa card slot, it even provides power for said drive via the 3x2 pin connector at the top of the card.

Might be able to use the interface with a suitable XT-IDE ROM.
or alternatively, pull the IRQ link (so it uses neither IRQ), and set the I/O link to a non-clashing address, and use the board with XT-IDE and a motherboard or 16bit ISA card IDE interface.
Problem with this interface card is 8 bit IDE. Very rare hard drives supports this but ideas to use it is good.
