Turn it on and check voltage to at the power pins of the jellybean chips. Probably should be 5V or close to.
It it is good, then the regulator is fine.
If it isn't good, then you can start digging into the PSU circuit.

Hey I cleaned off alot of the glue and it turned on properly but when I went back to clean some more glue off and tried it again it had the same issue.
At this point I'm not sure if the power switch is dodgy or its still the glue, the glue doesn't seem conductive according to the continuity checker
Okay so I opened the alps power switch, replaced the rails and cleaned it no dice , if I wanted to swap the voltage regulator which is a 7805A with a 7805CV would that be okay as a replacement?

one pin should have nothing
and one pin should have 5v.

i got a 6 i think , but then i saw some sparks come out , crap i hope i havent fried anything 😒

well its staying on now but i dunno if ive damaged anything , maybe i should replace the vrm at least?

Maybe its some kind of oxide?

probably the tips of your multimeter probes and the legs of the vrm got a little scorched. nothing to worry about.

Does the vrm get hot? might be it's just a bad solder joint on the vrm.
leave it on for a while and check. replace if you feel like replacing it.
giving your photo addition, yeah check the connector and vrm pins for oxidation/corrosion

To be on the safe side I've decided to replace the vrm , I ordered the exact same model same brand , I noticed there was some white paste under the vrm , I'm guessing its some kind of thermal grease , when I put the new vrm in can I just use cpu thermal paste?

Okay so it was the voltage regulator, I swapped it with a an exact replacement , unit seems hunky dory now
