Based on the issues I've had with ATI cards in the past I would say yes, though I've never tried running any standard VGA or VESA DOS games on any card newer than from year 2000.

Almost every cap on the board has bulged

If I see a board with even one bulging cap, I just say "bummer". I won't even try to use it.
Bulging caps is either "recap" or "toss"

So anyway I picked up another board from a Facebook friend:

Currently fitted out thusly:

Pentium III 1000B CPU (133MHz FSB, 256KB L2)
256MB PC133 RAM
Radeon 9200SE 128MB AGP
Voodoo2 12MB PCI
Sound Blaster Live!
3Com 3C905 PCI NIC
30GB Seagate Barra HDD
MS-DOS 6.22
Windows 98SE

Any suggestions?

Just found a GeForce FX 5200 128mb, that would be better for DOS games than the 9200SE yeah?

Between a R9200 and an FX5200, I'd choose whatever is easiest to install and use the Voodoo2! 😜
Both those cards are not good for a lot really. Maybe only useful for a retro internet machine or something 😜
Edit:DOH!! Just read it was for DOS, please disregard my previous statement, as I don't really know how those 2 perform in DOS
