I don't know what you can do about fixing that but I just got rid of a 27" Trinitron TV. By got rid of I mean dumped it because I couldn't find a single soul who wanted it for free.
I recommend anyone wanting CRTs to visit your local recycling - when I took this TV there was a smorgasbord of TVs and monitors.

I have a P780 that uses the same type of base, I think it's basically just the smaller version of the P110. You shouldn't have to take the case off the monitor... at least on mine, the bottom panel that the base hooks to is a separate piece, held on by one screw and a couple clips. Undo those and slide the panel towards the rear of the monitor, and it comes right off.
