I'm looking at a couple possible Toshiba laptops on eBay for a DOS gaming rig. It seems the era I want (low end PII) have either a C&T 65555 or Neomagic video. I'm not sure which is best for a wide range of DOS games.

The great chart here doesn't list the Neomagic.

Windows 3.1 *and* 98 drivers (both, as opposed to either or) are a bonus.

I vote for C&T. They were the first ones to develop a clone to IBM's VGA so they had a lot of experience which resulted in good compatibility (as seen in Gona's list).
AFAIR Speed was usually not bad.

Neomagic is primarily known for notebook video solutions, I don't think they ever developed a desktop product. The MagicGraph 128 which is supposedly their first product was released in 1996. It seems that Windows 3.1 drivers exist, though.
Neomagic is probably not bad for a 2D solution. I just don't think they had a focus on earlier DOS games.
