I think you're right. I forgot how hard it was to boot into DOS with ME. Windows 98 certainly doesn't get in the way of that.

Windows ME also annoyingly tries to sweep general protection errors under the rug with a sudden shutdown, and not all games benefit from WinME's high mouse input rate. It was a struggle to navigate Ultim@te Race's menus on it...

I did try 98Lite on ME but it crippled some system functionality which I didn't like, and I tried to roll it back and just left me with a glitched up unstable system that can't create new folders/shortcuts, can't open the start menu without hanging, etc. Felt extremely limiting.
