Is this Terratec Aureon 5.1 sound card really compatible with Sound Blaster and if it is, does it work in MS-DOS environment or in DOS mode using Windows 98?

It is SB compatible (it has a good sounding FM synthesizer on port 388), but I have only used the card in Windows XP with Dosbox Daum.
Win 11 - Intel i7-1360p - 32 GB - Intel Iris Xe - Sound BlasterX G5
FM synthesis is usually not the problem.
It's the DAC (the digital voice part) that doesn't always work.
Being a PCI based sound card, you will probably find limited support in "real" DOS mode.
I suggest your try out an ISA based sound card (if your motherboard still has ISA slots).
CMI8738 only works with digitized sound in pure DOS mode on very old games (the ones that don't need DMA?), like Wolfenstein 3D, The Games: Winter Chllenge and Gods. FM synth usually works and sounds nice.
One question. If I buy a sound card based on this chip, will it give better FM sounds if using DOSBox for playing older games?
