Better in my opinion is something like Dell Inspiron 3700 with PIII 450 and ATI Rage with 8 Mb or IBM ThinkPad T23 with PIII-M 1 Ghz with S3 Savage8 and that T23 will be good for much win98 games.

W7 "retro" PC: ASUS P8H77-V, Intel i3 3240, 8 GB DDR3 1333, HD6850, 2 x 500 GB HDD
Retro 98SE PC: MSI MS-6511, AMD Athlon XP 2000+, 512 MB RAM, ATI Rage 128, 80GB HDD

I would second the thinkpads. There are options out there such as the T42 which has upto radeon 9600. I'd be wary about the screen quality as the LCD panels used in those times were pretty shabby
I have both the t42 14" radeon 7500 and t42p 15" high res IPS fire gl (radeon 9600 equiv). The vanilla t42 is sufficient. The lag on both screens is noticeable

Avoid the x300, is based on pcie and doesn't have drivers for win98. Radeon 9600 was the last of the lot for win 98 compatibility. That's why I suggest upto T42 in the thinkpads range and not t43 and above

I would go with option 3. Go to the HP support site and you should be able to check if they have drivers for 98 for that laptop, I was only able to get drivers for 2k or xp for my presario 2800 which is a 2002 laptop tho.

Main pc: Asus ROG 17. R9 5900HX, RTX 3070m, 16gb ddr4 3200, 1tb NVME.
Retro PC: Soyo P4S Dragon, 3gb ddr 266, 120gb Maxtor, Geforce Fx 5950 Ultra, SB Live! 5.1

Check driver availability. For Pentium M generation manufacturers often didn't offer Win9x drivers any more. You can get drivers for the separate components elsewhere, but you probably won't find drivers for the integrated sound. I suppose USB sound would work, but I don't know if all USB sound adapters will work with Win9x (is there a generic driver for these?).

no, that's not true. I have win98-drivers for my xpress-200 NX6125 with built in X300. And this Onboard-Chip also supports Dos-Vesa-Modes.
