I have a soundcard that has very low sound output even with the dial turned to max.

I think the amplifier may be blown. I was going to replace the caps and generic IC's but thought I would check to see if anyone else has had the problem and has fixed it.

I think this is one of the cards that require -5v. Does your PSU supply that?

No it doesn't. The Sound Blaster 2 does.

I had issues with a 1.5 and volume, but in my case it was the trim pot that was faulty. I removed it and soldered in standard resistors, so that the volume is now locked in at 50%. Worked great 😀

i put this card in my XT that i have had since new. It was running a SB2.0 and it ran fine.

When i first put the card in it gave some sound for about 2 seconds then went quiet. I thought it blew something but when i put the speaker up to my ear I could hear the music playing. That was why I thought the amp may have blown. I wonder can you get a trim pot like these still?

Hm i'm sure there are a suitable replacement, alternate you can bridge the pot to get direct output.
