The HD4xxx series except HD48xx have UVD 2.2 support. UVD 2.2 and later works very well using open source drivers for VDPAU in Ubuntu.

I checked 4670's video acceleration abilities...
They R OK, but it can't do 60FPS (720p 60FPS needs a Quad Core to be fluid, 1080p 60FPS isn't 100% fluid even with 3,2GHz Quad Core 🙁).

IIRC youtube 60fps is using HEVC codec... only GTX 960 has full support for HW decoding, maybe some IGP as well, I'm not sure.
