I haven't seen it before, but I wouldn't be surprised if it's just DOSBox packaged with something or other. Or it could be an entire VirtualBox virtual machine with an illegal copy of Windows 9x.

There are a lot of GOG games on torrent trackers, I think someone just sells them on CDs. Those are single setup.exe files — hence the 1-click experience 😀
