I like Socket 754. So much easier to work with and none of the chipsets have ever given me any issues.

Main pc: Asus ROG 17. R9 5900HX, RTX 3070m, 16gb ddr4 3200, 1tb NVME.
Retro PC: Soyo P4S Dragon, 3gb ddr 266, 120gb Maxtor, Geforce Fx 5950 Ultra, SB Live! 5.1

yes a KT880 is the newest socket A chipset, supports dual channel, AGP 8x and Native SATA 1

Just be aware don't use SATA 2 drives on it that don't have a jumper to slow it down to SATA 1 speed it has issues auto negotiating with SATA 2 drives on a lot of the older VIA SATA controllers.

I don't know the "best" but if I had to rebuild a Socket A system I'd go for a sata equipeed one so the latest AGP8X, Dual Channel chipsets would be ok for me, if I wanted to use it also daily. The problem to me is the psu if it's needed to build a powerful system (Barton 3200+, Dual channel, AGP8X externally powered card etc...) I would need a really serious one. I don't know if it had problems but a medium modern 600W could not give enough voltage on the last I built.

So, let's say I go with that Gigabyte motherboard and an Athlon XP. What power supply would I need? I assume it would also depend on the GPU, so could I run an ATi Radeon 9200 on this system?

Looks like that Gigabyte board has a P4 connector, so you should be able to use just about anything with a half decent 5v/3.3v rail. I like Enermax power supplies from that period, have a Noisetaker 475watt that is build like a tank. You can run XP on that thing just find, just keep in mind that online video playback and web browsing will be usable but limited due to the lack of SSE2. Not a big deal if it is not your daily driver 😀

Well I was talking about the Barton 3200+ but if you mean a slower low-freq Xp with the 9200 it will probably be easier for the psu. But a 3200+ plus a 9800 (example), well..
(if we talk about a recent NEW psu. If you'll use a time correct old one that still works it's another story)

I have a Tyan Trinity KT-A with a 1333 mhz Athlon Thunderbird in it.

The board can be flaky depending.

What I found really strange was that messing with ACPI got the board to boot a Windows 2000 disk.

That is a good cpu but frankly you can pair that proc with a better card, people used to go with the awesome 9700 pro back in the day. If you can find a 9800 xt or a x800 without spending too much go for it as they are much faster while still being period accurate cards. I even had a ati aiw 9800 pro at one point.

Stick to name branded stuff only and not the low end stuff either, look for those with coolers like OCZ ect. There are some very exotic kits out there that are amazing for overclocking and others with very very tight timings which are very fun but mainly look for DDR 400 (PC3200) or better.

Got it! How about storage? The mobo supports SATA, but I assume that is sata 1. Should I make use of that, or stick to IDE? CD drives can run over sata 1 correct? and Floppies are IDE only?

Floppy drives have their own port. Like IDE, but smaller and less pins. The onboard will be Sata1 and may have issues with drives that cant run in Sata1 mode with a jumper. CD drives over Sata1 work great!
