So, for the Tyan Thunder K7X dual Socket A motherboard, how will I deal with the PSU issue?
I have my cd keys for XP, and for Windows update, just edit the registry to think that it is XP embedded.
Don't eat stuff off a 15 year old never cleaned cpu cooler.

I have some affection for Socket A too cause it was such a price/performance winner around 2000. The boards are badly affected by badcaps now though so I would go for the first board you see that has quality Japanese caps (or has been recapped).
e.g Nichicon, Rubycon, Panasonic, Chemicon. You can sometimes tell if the seller has decent pictures.
How do you diagnose a cap issue and how do you fix it?
usually, the board is unstable in situations where it should be. May not work at all. etc.
As long as you have a good soldering iron, and a bit of patience, it is a rather easy process to recap a board.

Basically you make a list of what is already installed. buy the same ones then replace them exactly. A caliper would be helpful to make measurements.
For the most popular boards, sometimes you can buy a pre-made set from ebay. always try to buy Nichicon brand caps, there are other good brands, but imho everything is inferior to Nichicons.

With regard to the PSU issue, what exactly is the issue with Socket A PSUs?
Most Socket A motherboards draw CPU power directly from the 5V rail of the PSU. For the A3200 Barton, this can be a very high current requirement -- certainly beyond the capability of a modern power supply. Slow CPUs are less demanding but still require a very strong 5V rail.

Hhm, that means a Athlon 2000+, 2200+ or 2600+/2700+ require also high 5V rail... ?!
Well, the high end 3200+ (76W TDP) has 26% higher TDP compared to a 2000+ (T-Bred, 60W-TDP) and 55% higher TDP compared to a 1600+/1700+ (T-Bred, 49W-TDP).
I have one AhlonXP (Thoroughbred B), which i'll clock from 1600+ to 2700+. I Think, a modern PSU with only 15A on 5V rail would be too bad. The question for me would be: How fast and consuming power, must be a CPU that for example a modern PSU with 15A is at it's limit for all components...

I dont know if it is. Works on the XP that I have on an old IBM laptop.

What kind of power supply would I need to fix that issue?
About 150W (30A) would be nice for the 5V rail.
