I'm not sure what that chip is, but it's likely to be a random motherboard component and not the CPU. No one is likely to be able to tell you anything from these photos alone.
As for the beep code, it sounds like 1 long beep, 4 short beeps, and then 2 more beeps. That unfortunately does not correspond to anything on the list at https://www.computerhope.com/beep.htm .

Age of the VGA chipset makes the CPU likely to be a 386SX or DX. Looks similar to the Unisys 3163 (386SX 16MHz)
