Im trying to save from death a super socket 7 board Soyo 5ehm

-When i received it, it didn´t even power on, was completely dead
-There are 2 capacitors near the cpu that are bulky ( i have not changed those yet)
-There was blown 3amp fuse near the power connector , so i changed the fuse and now it powers on
-The CPU fan connector does not work, i had to connect the fan directly to the PSU.
-only agp videocard is connected and one memory stick connected, no HDD, no cdrom

so now... 2 bulky capacitors, but the system at least boots, but always hangs up with glitches.

---sometimes it hangs up before the press F1 to skip message.
---If i go to the bios and set everything at default, at least goes to the next boot screen, but hangs up again and gives glitches on screen.

Is this a CPU issue?
Is this a bios CHIP issue?
Is this because of the 2 bulky caps?
