I'd prefer to keep the master volume in the DOS SB16 mixer to half because that makes the line noise completely silent, but many games keep cranking it up to max and giving a bunch of background noise. How can I prevent this? The in-game volume sliders don't seem to actually adjust the master volume they just make the game output more quietly and because the master volume remains at max there's still a ton of noise.

Just write protect the ctmixer cfg file, wich is what I am doing. The games will crank up the volume, yet it is not changed in the cfg file as it is now write protected. Then it is just a question on a simple warm-boot and you are back to normal again. I have noticed the same thing as you, regarding pinball fantasies and dreams, while running in MS-Dos-6.22.

Don't eat stuff off a 15 year old never cleaned cpu cooler.
