I'm planning on purchasing a Creative Sound Blaster CR-563-B Double-Speed CD-ROM drive to install in my Packard Bell Pack-Mate 28 Plus to make it more period correct, and my question is: is it possible to use a regular IDE ribbon cable to connect between the Sound Blaster 16 CD-ROM interface to the CD-ROM drive I'm planning on purchasing? The 52x CD-ROM drive I currently have is too loud and I cannot find a way to silence or slow down the CD drive to a slower speed, such as 4x (600KB/s), and it sometimes makes my CF-IDE to load slower than normal.

I have no idea if it's possible to use the IDE ribbon cable or not (maybe it might?) What are your thoughts on this?

It is a straight through cable so I don't see why not. I know I never used any special cables back in the day for CD-ROM drives before they were IDE.
