Is there anything like a universal 5.25 flat panel place holder that exist that can be used to fill in open gaps on an old pc case?

Not a universal ones because the grabber clips on the back side that hold them in place are different lengths and styles for different cases.
[Can't think of the real name. Just "Blank" I think.]
Server supplies carry these things (think like CD Drive frame with no top or back and nothing in it) that usually have ventilated front panels to fill unused bays.
Some can hold drives, others not.
There are also these chezzy drawer things that are intended to use empty bays for storage.
Might be handy for CF drives and USB sticks if you have a lot - but most of them have bad reviews.
Finding either in beige might be tough.........

That top one is from various HP servers. Enlight 6053022B2107.
Is this too much voodoo?
Yup... It is.
HP, Dell, Supermicro and Chenbro are the ones I see most often.

Randomly, I could use one or two IBM 5150 plates. They're half height black textured pieces.
In dire straights you can use silicon sealer to glue ill-fitting covers in place.
Just a few blobs on the back side will hold it in place pretty well.
It's easier to do with the bezel off the case.
If you are careful and don't get carried away it's easy enough pull the sealer off to remove it later.
