I need a program that tells me what the CPU is running at in MHz for an i486 DX2 66MHz CPU as im trying to setup the turbo for it and the case im using has a mystery black wire that can go to many places and I think I have it right on one pin but im getting turbo off = 25MHz and turbo on = 199 so a simple Dos program that tells me the current speed with turbo on or off would be great

You can try SySCHK which gives a fairly accurate reading of your CPU specs. It will also provide a speed-check (option 9) so that you can evaluate the speed increase.
