I don't think that's actually clear. It looks edited, like they just made the back half and base green.
Now for some blitting from the back buffer.
Whatever it is, it was clearly from the c. 2000 era, when wildly-colored computers were a fad. Then everything went black.
Is this too much voodoo?
All I see is darkness anyways.

The reason I ask is because I have a collection of clear plastic cases from the same era that are mostly unknown by make and model and are most likely a product made for other markets other than the US. I think this monitor is most likely a cheap or generic product similar to those that just wasnt common in the US but was around in other markets so it would be neat to find out more.
It looks similar to the monitor for the Biostar EasyNow computers, so around 1999:

I would be a bit surprised if any of these were left today, they look like quite cheap CRTs to compete with the imac. I've never seen one in person, but the semi transparent case would look pretty interesting (I especially like the purple one)
I have one like this with a blue instead of green case.
Have to look up the model as it is not here at my home right now.
Ok. It has a blue Bezel and a transparent back.
Pictures attached.
