I have a (Luckystar?) 5i-VX1E motherboard, here is the front panel pinout on page two:

and it has a Turbo Led header and next to it on the left is a "PEND-SW" is this the same thing as a turbo switch? Im guessing it stands for "Pentium (cache) Disable"
And if pin 1 is on the far left which way would the positive side of the leds be, so for:

Turbo led - positive as pin 3 or 4?
HDD Led - positive as pin 5 or 6?
Power led - positive as pin 15 or 16 or 17? The power led cable has two single separate plugs so they are not joined.
