apparently xscale is something to do with running windows on arm processors but other than that I couldn't find anything other than that all my searches just come up with whisky :p

Xscale isn't about Windows on ARM, it's Intel's own ARM CPU, developed drom the StrongARM design the bought out of the ashes of DEC.

For a while they trued pushing it hard, and for a while Intel shipped the world's fastest ARM CPUs, but after the release of Atom, Chipzilla lost interest.
