I ran CHKCPU program to find out CPU speed.

When in normal mode my AMD 5x86-P75 @ ( 4x33mhz. ) 133mhz. shows up as running at 133mhz and L1 cache ENABLED
When I turn on Turbo the CPU shows as running at 119mhz and L1 cache ENABLED.

Why is it not running at 33mhz ?

Just a guess, but maybe the turbo button's slowdown function is not working properly because the CPU you are using is too new for the board's BIOS and is not fully supported .

A lot of the "Turbo" modes on the old motherboards in fact did the opposite of what you would expect. Instead of speeding up the computer, they would slow down the computer into a compatibility mode of sorts to help some software run better. You should check out this video by LGR, it explains it very well.
