The win98 drivers can still be downloaded from AMD. However, they require directx 8.1 to work correctly. I found the older win95 compatible driver on archive.org from ati.com. Im going to try to find it again.

Above is a link to the oldest version of the driver for win95. Newer versions can be found by using the timeline at the top of the page. Newer versions may be more stable, but may also require a directx update.

EDIT: Looks like I actually needed that link. I like to use a Rage Pro Turbo under Windows 98, mainly for compatibility. They really aren't as bad as many people say they are. It's really just about finding the right drivers/directx versions.
