What are the Keyboard Hotkeys to enable/disable “Turbo mode” on a Soyo motherboard ?
The Motherboard has Turbo LED but no turbo switch.
I am assuming it is enabled/disabled via the keyboard.

So I would have to disable L1 cache in the bios settings ?
Would that change the status of the LED turbo light ?

No, it would not. The header is there for compatibility, strictly to power a clock speed indicator. SETMUL will be usable for quite a few socket 7 compatible CPUs, so L1 cache manipulation isn't the only method available.

Most motherboards use the following keyboard combinations for enabling and disabling turbo:
Enable: [CRTL] [ALT] [+]
Disable: [CRTL] [ALT] [-]
