Coil whine is common occurrence under some of Prime95 tests. Especially on old/cheap boards without encased coils or with bad encasing and analog VRM.

I must be some kind of standard: the anonymous gangbanger of the 21st century.

P5K SE (and its \EPU variant) are both quirky about CPUs. Usually R0 CPUs will have bogus reports EVEN if you update the BIOS to a version that supports the CPU. I had this happen on my P5K SE\EPU (which is the same as the P5K SE except it also has a EPU chip around the CPU) where with the last BIOS installed I was getting some absolute bogus (about 110 degrees Celcius) readings on a C2D E7600 R0, while a C2D E6750 would report the temperature just fine (about 39-40*C).

Idle temperatures of 50+ are perfectly normal for a Q9550 with a stock or non-monstrous cooler. Ambient temperature also plays a role.
I don't know how this cooler performs though, if it's equivalent to the stock then your temperatures are pretty normal, if it's supposed to be better that the stock then yeah, 55 seems a bit too much.

My Q9550 idles at ~50*C (ASUS P5E)
