Recently I got a PCChip M575 mainboard with Cyrix C2 300MHz on it. While I tried to powered it on, nothing on screen. Also no beeping from PC speaker.
Then I plugged graphic card (SiS 6202) in another PCI slot, I got a blurred POST screen like this.

I tried this graphic card on modern PC(Z77P-D3), also got a wrong display.

So can I use a ISA graphic card(TVGA9000)on this mainboard?

If the problem is the video card, you can try the ISA video card (TVGA9000) on the M575 MII-300.
If all goes well and works, you will still need to look for another PCI video card.

As I said before if with the video card ISA works, and excluding a failure to the PCI slots, you should replace the video card with another PCI.
You should be able to find a second-hand one at a good price, or there would be 8MB ATI RageXLs online, which should be like new.
The choice depends on the type of use of that PC, but in general for normal use it should be more than sufficient.

I thought it would be graphical fault. But I only have a TVGA9000i ISA graphic card.

I would try the ISA TVGA9000 video card first, if it works I would try the S3 Virge DX.
So if the S3 Virge DX works, your SiS 6202 is broken. If it is broken you can look for another VGA as I told you, or you can ask if your friend gives you the S3 Virge DX.
