Because it's linear voltage regulator.

Which burns off excess voltage in the form of heat out of the regulator transistors, so low voltage processors like MMXs and k6-2s require more heat exhausted off the regulator package.

I noticed that my TC430HX posts faster than the AN430TX when i did a side by side. the TC430HX posts almost instantly after powering it on, similar speed to the ASUS VX97 in my P133 build, and the AN430TX has a short delay before it posts after powering it on.

why does the voltage regulator next to the CPU socket get really hot when i run it for a while?

Because it's an old linear regulator so cheap & dirty and very inefficient. It basically just burns off the difference between 3.3V and 2.8V so by design gets hot.

the TC430HX also showed the full 40gb when i booted the same Win98 SE installation on it. i just swapped from my AN430TX to the TC430HX to see what would happen. the Intel Marl locks up in the bios when i try booting drives over 32gb but the Tucson doesn't.

I’d pick the TC430HX. It has a fast 430HX chipset that is at least on par with 430TX, working Turbo (sort of) and it’s made by Intel: these boards are solid and well documented.

With OS it’s rather a matter of choice. I don’t think you miss anything by sticking to Win95 on a Socket 7, but you’re not gaining anything either. Just pick the OS that looks better/evokes more nostalgia. I’d pick Win95 😀

I went with that board, i just like the bios better on the TC430HX than the AN430TX, plus it POSTs faster. i was thinking of using it for early 3d games and DOS games.
