i have an HP Pavilion with a socket 370 400mhz celeron CPU. The fan is shot, it spins when it wants to. The current one is a cooler master setup. Can I get just a replacement fan, or am i looking at a thermal paste/heatsink/fan combo?

As long as it's not the Intel heatsink yes you can buy a fan, if it's the Intel sink if I was you I'd buy a socket a heatsink it's beefier
