The tops of these PSU capacitors are almost flat. Is this how they normally appear, or is the slight roundedness a sign of capacitor degradation?

Whether or not it is, I doubt a Teapo from 2001 actually does much at this point.
Those look like primary caps. (high voltage) And it's not uncommon to cover the metal with plastic for safety concerns. (think electrical shorts)
I have yet to personally see a primary side capacitor fail in anything i've re-capped. And I've only replaced them twice, and in both instances, I did so because I was re-capping the whole board anyway.
You can pull the plastic bit off. It's not glued on, but held by the outer plastic sheath. Personal experience tells me, there is a 99% chance those caps are just fine.
It is a mistake to think you can solve any major problems just with potatoes.
