Got a Promise Ultra 100 card sitting around, would a Pentium II 450 build see any benefits from the faster data speeds over built-in IDE? Faster install times, games maybe?

Or (I'm assuming anyway) would it just be bottlenecked to no effect.

Pure DOS mode would get DMA support, so no more being bottlenecked by PIO mode .

Windows would get a boost from ATA33 to ATA100 if using a hard drive fast enough for it to make a difference or an SSD (either an IDE one or SATA one through an IDE to SATA converter) .
