Hello. I found in a box a DFI NS35-TL motherboard with a Pentium 4 1.7GHz CPU on it + cooler. It has the I/O SHIELD.
Should I use it or no? It have a SIS 650GX northbridge and a SIS 962L southbridge. It is very rare. What Video card should i Put on it:ATI Radeon 9200SE Atlantis 64MB or an NVIDIA RIVA TNT2 Model 64 32MB AGP? Cuz I don't want to use onboard SIS video. Motherboard is micro-ATX.

Why not? You've nothing to loose!
No idea if the sis chipset is any good or not.
What do you intend to use it for? that'll decide on what graphics card to go with.

I've used sis chipsets in the past and there not bad. As for which card it all depends on what you want to do with the system. What you can do is build the system and then benchmark it with the 3 different cards and see which gets you the best performance and go with it.
