I seem to remember one of the EMM386-style apps offered some dynamic TSR unloading and a "rapid" DOS restart of some sort. Does that ring a bell with anyone?

QEMM had a rapid reboot feature.

Exactly. If you rebooted using that feature, you got a box (with double-line border from the ASCII art character set) containing the text "Quarterdeck QuickBoot". Maybe that description helps you to remember whether it is QEMM what you are thinking of.
