Have you checked the BIOS setup for a hardware monitor/control page/section ?

It is not uncommon for some systems to rev fans to full speed at boot just to test them, though completely stopping a fan on a P2 seems odd to me . If you put it under some load, does it spin up ?

Software-wise, Speedfan and SIV come to mind .

Speedfan should be able to read rpms and temps
