I have no idea what is going on with this install, it gets stuck at the point where it says it's setting up "Programs on the Start menu".
I have used this same install media to install W98SE on several other machines, yet this one refuses to proceed.
Could it be because it has 64MB of RAM? i'm stumped.

ram is fine, scandisk might help; also this step is almost always slow ie 10-15 mins even

Why not? It's a retail copy and it worked on every single machine until now.

I remember that but I let it sit there for over 30, with NO disk activity. Does not feel normal.
[edit] tried again, and now it worked. VERY confused. What could have caused it?
