Hmm the image does not work but here is a partial manual to GCT 8itb maybe that will help.

OK, could not find a GCT-8IT, just a GCT-8ITb. Am a bit confused because you say it is a GCT-8IT - Intel 430TX, but you also say it has a 430HX chipset.
TX: 82439TX System Controller, 82371AB (PIIX)
HX: 82439HX System Controller, 82371SB (PIIX3)
Either way there is no USB 2.0 support from a 82371AB or 82371SB unless it has a separate USB chip afaik.
Unfortunately your picture does work now but the image quality is too poor to actually read any chips on the board.

Problem resolved,
i have put PCI car USB2 connectland with 2 PS/2 port (one for keyboard and another for mouse), drivers is recognized by win98se, all work now, USB2 work fine.
