Hello guys. I'm trying to debug this external drive PSU. It's a Mapower PD-80 and just outputs the standard 12V/5V over a couple of Molex connectors.

However, this particular unit is putting out 9V instead of 12V. Is this a capacitor problem?

(The gunk on the capacitors is not electrolyte but glue from a couple of labels that I pulled off. The capacitors have not burst.)

Secondary capacitors appear to be Fuhjyyu "brand", which is one of the worst. Responsible, among others, for the deaths of countless Antec PSU's in the mid-00s. Replace them, and also check the fat one although it looks to be made by Hitachi so it should be still good.
