It isnt a single board computer. But a Accelerated VLB I/O controller.. The 286 cpu is there to accelerate the in and output of the data.. Single cpus on motherboard where to slow for such a task.. So they added a 2nd cpu on the controller.

Trying to find jumper settings for VLB and ISA IDE cards is pretty difficult 😀 Could you take a better picture of the jumper settings by the RAM slot?
