I bought a GA-586HX 2.01 off eBay. I couldn't get it to even start and spend quite some time troubleshooting until I burned my finger accidentally touching the BIOS chip. Sure enough: It was put in the wrong way. I suspect the seller got confused since the golden label is on the wrong way unlike on all the images you can find on Google...

My questions:

Is the board toast? Anyway to know without a new BIOS chip? There's no short to ground on the power input connector.

Can I replace the BIOS Chip? I've never dealt with BIOS chip/EEPROM/etc. before so I don't really know where to start.

I once installed UV-EPROM chip wrong way (in 486 mainboard) and it was damaged, but mobo was fine.
You need to buy a compatible chip and have it programmed with BIOS file before you install it (try to find it on the web). You should remove the label and see what the model number is, then buy the same or similar (same capacity, voltage, pin count and memory type) chip. It's best to program it with a programmer like TL866II, but maybe there are some sellers on ebay or other places who can send pre-programmed chips.

I made that mistake once as well. Like the above example, it didn't hurt the board, just burned out the chip.

You can replace the chip. Peel back the label and read the part number on the old one, and somebody can suggest substitutions (or just get one that's the exact same). You'll need a way to program it though.

If you don't have a programmer then hotflashing in another motherboard is possible, assuming you have one that's compatible with the same chips. Using a programmer is easier and less nerve wracking though.
