That doesn't seem right to me. I don't have another AT power supply handy to check.

The system in question suffered a serious short between +12v and -12v on the motherboard that burned a hole through it, so I'm questioning whether the PSU itself is damaged...

The -12v is always from a separate circuit so should be in the 100k+ ohm range from the main +12v ( get 430K Ohm on one of my old working AT supplies).
Could it be that what ever shorted took out the PSU too.
