Found this card in an old 286 but have no idea what it is, does anyone have a clue?

Proprietary Mitsumi CD-ROM card. More or less junk.

I am aroused about any X86 motherboard that has full functional ISA slot. I think i have problem. Not really into that original (Turbo) XT,286,386 and CGA/EGA stuff. So just a DOS nut.
PS. If I upload RAR, it is a 16-bit DOS RAR Version 2.50.

Chances you'll find a working matching drive for little money are slim.
If so, it probably comes with a controller card already. And those drives tend to be a bit more problematic using burners CD-ROMs too.

Stuck at 10MHz...

I haven't seen them in 8 bit.
Even the cards for the LU005S and FX-001D were 16 bit ISA.
But it is an adapter for CDROMs.

8b is interesting - which IRQ does it use?

What's a bit more interesting is that it has the external drive connector. There used to be a lot of those booting around for cheap because nobody could use them. IDK if they would suffer damage though if ppl mistook them for 25pin SCSI and plugged them to that. Some of the externals seemed a bit more durable than the more "commodity" type internals.

Unicorn herding operations are proceeding, but all the totes of hens teeth and barrels of rocking horse poop give them plenty of hiding spots.
