i´m not quite sure if it´s the right place to ask about hardware issues but maybe someone here is around with some knowledge and can help.

Well as the title already says, i have yet another complete armada 7700 series laptop laying around.
I bought 3 broken units, restored my unit #1 and built a fully working 2nd unit from all the parts.
But now i´ve put a 3rd laptop together with one of the non working mainboards and thought it must be possible to fix this somehow.
I tried swapping the power supply, CPU, RAM etc. already but there´s nothing happening really.
Also the voltages from the built in power supply seem just fine.
The cdrom drive is up and running but hdd won´t spin.

Maybe someone has an idea about this issue?
I have two non working mainboards with the exact same fault so maybe it´s a common issue with those old laptops idk.
There are no signs of bad capacitors etc. either
