I see some notebooks from the pentium 2 era that use processors with a kind of dual heatsink. The upper heatsink is possible to change the thermal pad or use thermal grease, but usually the lower one is riveted on the PCB, not giving me access to the processor die.

Should I break the rivets and change the thermal grease on the processor die, or is there a long-term solution like tin used there?
