Recently I built a Windows XP Gaming PC with the Hardware listed below:

MOBO: ASUS A78M-A Micro ATX FM2+
OS: Windows XP 32 Bit Service Pack 3
CPU: AMD A8 6500 APU 3.5 GHz With Radeon HD Graphics
GPU: GIGABYTE GeForce GTX 680 2 GB
Memory: Kingston ValueRAM 4 GB DDR3 1600 MHz
Storage: Seagate Barracuda SATA 1 TB
PSU: Antec Earthwatts 500W
Other: LG SATA DVD Drive

So far I haven't had a lot of issues running most games however I'd like to clear an issue I've faced so far. The Hardware is whatever I can obtain nowadays

Is it normal that even with overkill hardware, some games like Need For Speed Underground 2 and Most Wanted have frame drops every now and then? If I downgrade my hardware will I get better performance? I'm quite curious to know if downgrading might work. These aren't major issues but I'd like to know if frame rate dipping while I play these games is normal or not

Older games werent all that sophisticated when it comes to frame pacing, you can try locking FPS to Vsync.

I already have locked Vsync and Frames still drop. It might be my monitor??

Some games that'll read the buffer for an effect (i.e. occluded sun flares, or just any flares occluded in a realistic way) could be doing a depth pixel read way too often (per frame) that'll sometimes cause consistent stuttering/stalling on even far modern hardware beyond the release, and that's increased with resolution. Sometimes vsync can help on that
