Try airing it outside for a few days or longer as needed.

Last time I had electronics that had a heavy smoker smell, a week outside cleared up the smell.

Pentium 4 Multi-OS Build
486 DX4-100 with 6 sound cards
486 DX-33 with 5 sound cards

clean them good with isopropyl alcohol. then get some of those scented sheets u can put in the dryer. sandwich the cable in between some and seal them into a zip lock bag for a couple days.

when u take them out they should just smell like the scent of the dryer sheets after a couple days that smell also should go away and they should just smell normal.

if that don't get rid of the smell then not much u can do after that.

Windex on a rag works well to remove the tar film, then do one of the above.
