Is it possible to make an adapter using a pi pico or something from a usb to parallel or serial for the purpose of making a usb stick or dvd drive show up as an external drive?

Trying to figure our how to use usb sticks on a all ISA system 🤣.

Those usb isa cards, can you see them as drives if booting from another drive to windows?

Yes, though I'm not sure of any existing projects. 😅
Technically, there's no need for an µC. A port extender chip can increase the number of i/o pins.
They were used for EPROM programmers for parallel port, for example.

Edit: LPT to ATAPI enclosures existed in the 90s.
They did contain a PCB with a converter and a 40pin ribbon cable.
They were the low-end counter parts to external SCSI enclosures.
