I can get this one for 30$ but the working state is unknown as the owner doesn't have the power supply. It's in great shape, and I know it uses 12V or 15V if the battery is in used. So power supply is not a problem.

When I want some retro computer, and its price is $30, I say "why not?" and it doesn't matter what kind of computer is it and in what condition. Even if it will be totally "For parts or repair".

Regarding your question whether it is a good deal or not, it depends. On one hand, if something is rare in good condition, you badly want it and you have a budget, even $300 might be a good deal. And on the other hand, sometimes you may get something for a cost of shipping only.

So, there are more than one right answers to your question.

If I was looking for this specific model I would buy it just because of a good cosmetic condition and because of presence of an addon (it have to be a battery) at the back. Though it's likely that you'll need to spend another $15-$30 only for a genuine AC adapter. Also, pay attention to the LCD screen condition, it doesn't look to be in too good shape.

What let you think the display is not in right condition ? Is it the reddish color around the panel ?

If that's the case, have a look at this picture (and it is, I just saw your previous post):

It's another one of course, not the one being sold, but there a blue border where it's slightly red on the one being sold.
Would it be possible it comes as red when the display is turned off ??? ...

Yes, it's reddish color around the panel. Have no idea how it will look when it turns on (if it will turn on at all), but reddish color around the panel isn't good anyways.

Well if the display would not work I would not have it, I like these old things for their vintage display.
I never heard of this reddish border thing around non working display, do you know anything about this condition ?
